Many people don’t realize that generic OBD-II scanners are not the same as professional diagnostic tools. The OBD-II protocol or rather the EOBD (European On-Board Diagnostics) protocol used in the UK and the EU has been legally mandatory for emissions reasons for petrol vehicles since January 1, 2001 and diesel vehicles since January 1, 2004.
